The  Consumer Protection Act  defines a consumer as any person who buys goods or services. However, there are certain conditions to it. Not every person is a consumer. Any person who buys goods or services for commercial use is not a consumer. Only those who buy goods or services for personal use or for use in self-employment are consumers in the eyes of law. Persons who use goods or services bought by another person are also consumers, but only if they do so with consent of such person. ​Special Component-Plan​ ​ The Social Welfare  Department released Rs.100 lakhs in 1998-99 to organize Job Oriented Skill Development Training for women belonging to Scheduled Castes. The eligibility criteria for selection of women candidates was fixed as : Age group: 18-45 years Annual Family Income: Rs.31,952/- for rural and Rs.42,412/- for urban Education qualification: dependent on skill type to be imparted Beneficiaries vary from educated unemployed to degree or diploma holders. To provide technical skills, the Corporation identified reputed Government Training Institutions such as ATDC, NIFT, GTTC, SISI, KILT, Bowring Hospital, STEP, RUDSETI and Canara Bank training centres. During the period of training, a stipend of Rs.300/- per month is paid to the beneficiaries. Udyogini assists women in gaining self-reliance through self employment, especially in the trade and service sector. Udyogini empowers women by providing loans through Banks and other finanicial institutions; it also provides a subsidy from the Corporation for undertaking business activities / micro enterprises. Loans are arranged through financial institutions like commercial banks, district co-operative banks and RRBs. karnataka govt employees grab association posts to dodge transfers BENGALURU: Scores of state government employees in various departments seem to have found a rather ingenious way to duck transfers —by becoming an office-bearer of the Karnataka State Government Employees’ Association. The transfer guidelines allow for an office-bearer of the association to stay in one place without getting transferred for a period of up to 10 years. R Srikanth, a member of the Karnataka State Government Employees’ Association council said there is a huge lobby to become an office-bearer so that they won’t have to worry about being transferred. “According to the association bylaws, there should be nine vice-presidents, but there are 33 currently. Similarly, there can be four secretaries, but we have 28. The president has the power to nominate office-bearers.
